Speaking of open spaces and bolt breakage ... your dwarves are able to walk directly from the firing point to the target without changing levels, yes?  If the floor level chagnes between the two points they won't train, even if you designated the target before you removed/lowered the floor there.  I tried this and had to rebuild the floor (it was an attempt to minimize bolt breakage).
