Personally I modded kobold bulbs and valley herbs to produce kobold brew and golden blaze respectivly, both worth more than sunshine.

Im still waiting for the time when we can use anything as catapult ammo. People loaded the tings with coocking utensils when there werent big enough rocks, why not gnomeblight barrels?

DF is not ready for these weapons of mass destruction just yet. First siege engines will have to be improved, then the special munitions come after that.

Modding melting boulders still works. And exploding ones too.

But dwarves and gnomes are close cousins, you see.
They're both small in stature, but have grand dreams.
They both have appreciation for all fine brews.
Dwarves consider gnomish booze theft to be nothin' more then silly trickery.
They're just the dwarves tiny hopeless brothers and sisters, tryin' to etch out a home in this world just like the dwarves 'emselves.

Depends on the government presiding. If stealing booze is considered an act of war, the Gnomes will be considered enemies, thus, punishment perfectly acceptable.
If the stealing of booze is considered an act of desperation, the Dwarves may give the gnomes some Dwarf wine, before sending them on their merry ways.
