Cant equip crossbows

also, i cant get my military dwarves to equip crossbows. i have the crossbows and wooden bolts made, in abundance, and go to the (M)ilitary menu, then highlight my squad, (e)quip, and (w)eapons is greyed out.

thank you but my problem was solved by abandoning the fort.
