Armok himself left the first anvil, on which he created the world, behind when he abandoned his embark for wherever he is now. And the dorfs, being the only true children of Armok, found it and used it to make more anvils, but since they are not all-powerful gods, they can only produce pale copies of the original which can only handle little bits of a world at a time.
Instead of making tiny worlds, dorfs use the anvils to create swords and that.

Armok creates his anvils out of nothing, because he is a god. Or possibly they are made out of solidified blood, since that's his domain and sphere of influence.
