I was hoping to equip a dwarf with 12 children with the toga and give her a bunch of statues, from which to throw a party.

Wow, I've never seen a dwarf carrying more than one baby. You can get them to equip 12 children?

This thread is a little old but it still pops up first on google search pertaining to this current issue.

If you would like your military to wear the gauntlet/boots/and helms replace clothing does work... But I like them to be wearing clothes too...

Toggling replace clothing then making sure they equip the items in question then reseting them to the over clothing setting keeps the aforementioned gear on.

Just make sure to either keep them in uniform if you switch to civilian duties so you don't have to do this every time they swap out gear/clothing.
