Insisting businesses have security staff by law seems to be a poor way to deal with the root problem of crime.

If we really want to reduce crime, we should be spending more on education and social programs. Prevent crime by working with those who would normally perpetrate it. This could be funded by the decriminalization and taxation of minor drugs such as marijuana. It would bring in a large amount of extra revenue.

Well, I suppose. Discard my bill. I've just looked through it and I'd rather not be spending more on security staff. Although keeping the security cameras should help identify criminals if the alarm doesn't already go off.

I don't think you understand how graduated tax works. The top tax is only paid on the portion of your income that is above that level. For example, if I were to make twice the average wage, on the first 80% of average I make, I would pay no taxes. On the net 20% of average, 15%. On the next 20% of average, 35%. On the next 80% of average, 40%. Not 40% of my total income.

in that system, you actually could end up making less than someone who makes less pre tax than you.

Well, that makes no sense. Let's enter some numbers. For example; 5000 is average, somebody earns 25000

      80% of average-average: 10%
      average-120% of average: 15%
      120% of average to 200% of average: 25%
      200% of average - 400% of average: 35%
      400% of average+ : 90%
The first 4000 would have no tax.
The next 1000 would have 10% tax, = 100 tax
the next 1000 would have 15% tax, = 150 tax
for the next 4000 one would pay 25% = 1000 tax
For the next 10.000 he would pay 35% tax, = 3500
For the last 5.000 one would pay 90% tax= 4500

In total that would mean 9250 dollars out of 25.000 or 37%. (The last 90% really does it)

That's how I understood it anyway.
This would however also mean that a person making average wage would have a tax rate of 2% (100 out of 5000).

Still, there are loopholes in your system, as evidenced by the fact that a normal person would pay 2% taxes, which means that your country would need a large income disequality to make profit.

I just entered some numbers for convenience sake. With an average of 50.000 the spread would remain the same. Your average person still wouldn't need to pay more than 2% or 3% of his income.

Which the united states has. If people start being payed more equitably, we can cut down on welfare, as it will become less necessary.

- All stores of any sort are required to have 1 guard at the registers and 1 guard patrolling the shopping areas. The amount of guards patrolling the shopping areas may be enlarged depending on the size of the store.
- All banks must have 2 armed guards during business hours, and must have no less than 2 armed guards patrolling the bank while it is closed. The guards only have to guard 8-hour shifts, and will be replaced by new guards when their shift is over.
- ALL banks and stores of any sort must have security cameras placed regularly. Shopping mall establishments must have a room where they can see what the cameras see, and must have a security staff of no less than 15 segway-mounted security guards (AKA rent-a-cops). If anything is stolen from an individual store of the mall, the entire mall is to be placed under lockdown until the thief is captured and the item returned.

    All other medical expenses, with the exception of elective procedures and treatments, which cost more than 5% of a household's annual income will be paid by the government
    Tax brackets are to be defined in terms of the average wage, as follows, with boundaries being included in the upper bracket:
      50% of average-80% of average: none
      80% of average-average: 10%
      average-120% of average: 15%
      120% of average to 200% of average: 25%
      200% of average - 400% of average: 35%
      400% of average+ : 90%

The members opposing it concede the point, however seven of them are still opposed due to the cost of providing medical expenses and foods.
