You wake up. It is 8 in the morning and nobody is rioting in the streets. This strikes you as odd since the government was overthrown yesterday and a new was formed. You suddenly remember the final thing that man had said before sleeping gas filled the room “We need a new government, you are that government. The citizens will not know that the government has been replaced, I created a mind control ray to ensure that. It will only be active for a few months though, so have a good system in place by next year. Good luck” The twenty of you passed out, and woke here. You appear to be somewhere in Washington. After exploring the building, you find a large room obviously meant for meetings. You and twenty others file into the room and take seats. The government is not set up, you need the new constitution, terms of office, positions, and many other things. Its time to get to work.

---Non-flavor stuff---
You have been put in charge of the country. Several groups want power, religions want more power, and, of course, you want power. This is going to be a game about that struggle for power. You have one year (four turns) to get a working system in place. This can be a democracy, monarchy, anything you like. Just be warned, certain groups want certain things for the country, not all of them are what you would think of as “good” This is a game for five players, replaced whenever their term ends.
To start, there will be 3 groups and 2 religions. Each of these will have their own quicktopic, along with one for covert actions by the government and closed sessions. I'm not sure how this is gonna work, but hopefully it should be fun. If you would like to be a part of the general public or part of a group, please PM me to get access to the quicktopic. When you try and pass a bill all the players vote on it, along with the 15 other NPCs. This number can be changed by bills, taking effect at the end of the year.

My Take on Proposal 1a:

The Legislature:
     -To be composed of twenty non permanent representatives
     -Each representative will have a term of six years, in staggered groups of five.
     -The remaining legislature will select replacement representatives, but must act according to the votes that will be held for the area they represent- to facilitate this, 20 new wide voting districts (demographically equal if possible) will be drawn and votes held for replacements when needed.
     -The legislature may set law with a majority vote on any proposition
     -Amendments to this document may be made by a majority vote of both representatives and senators

The Executive:
     -The senators act together as the supreme executive
     -A majority of senators is required for any action outside of the country
     -Unanimous consent is required for domestic actions
     
The Judiciary:
     -Local governments may choose judges as they please
     -Juries shall be selected randomly , and any jury member with ties to any plantiff or defendant will be replaced
     -The judge overseeing a case may control sentencing, but not determine guilt or innocence
     -Cases may be appealed from state courts to the Legislature, which may or may not decide to hear them
     -At the creation of this constitution, all criminal laws of the prior government are considered to be in effect until otherwise determined by the legislature
The Military:
     -All military leaders are subordinate to the Senators
     -The military may not take action within the nation except in event of war
     -Military tribunals may be set up for use on military members who have violated the law while on duty

The Rights of the States:
     -States may control education policy
     -States may control local law enforcement and judiciaries
     -States may control local tax laws and business regulations
     -All state laws are considered secondary to national laws
     -States may control public transit within their boundaries
     -States may control the exploitation of their natural resources, except in the event of wartime

The Rights of Individuals:
     -No citizen can be deprived of the right to publicly speak when it does not present a danger to others
     -No citizen can be deprived of the right to hold their own beliefs
     -No citizen may enlist in the forces of another nation or act in violence against the nation
     -Any citizen may operate a commercial enterprise in accordance with existing regulation
     -No citizen may operate a private bank without a license, where bank is defined as an organization profiting from interest on loans of any commodity or currency

Firearm Purchase and Ownership Act:
- Any citizen 18 years of age or older is allowed to purchase a sporting rifle or shotgun, provided they have a permit to own a long gun on them at time of purchase; where as sporting weapon is defined as any long gun designed for hunting or target range use.
- Any citizen 21 years of age or older is allowed to purchase a handgun for self-defense or target shooting use, provided they have a permit to own a handgun on them at time of purchase.
- Any citizen who wishes to carry a handgun in public must keep the weapon concealed and must have a permit to carry a handgun in public places.
- If a household contains more than three firearms, the homeowner must have a permit to own more than three firearms in their household, otherwise all firearms will be confiscated until the homeowner can present a permit to the authorities.
- If any citizen is caught in public, with a handgun, without a public-carry permit, the firearm will be confiscated until the owner can present a public-carry permit
- If any citizen wields a firearm in public at all, unless it is done for self-defensive purposes, the firearm  will be confiscated and the owner placed in jail for a period of 30 days.
- Any citizen who owns a long gun must be ready to defend his or her homeland in the event of an attack from any enemy nation.
- Any military-purpose firearm, unless vintage surplus, may not be sold to civilian customers.
- Any firearm with any sort of automatic firing capability may not be sold to civilian customers.

I'm making a bit of a rough draft for you guys, since you probably don't want to write it all yourselves. Don't worry, you can change everything.

Part 1: The Advisers
The Advisers are to consist of 20 men elected by public vote.
Once every four years, the Advisors are replaced.
The Advisers are not to take monetary compensation for a decision.
The Advisers are to have control over the law.
The Advisers can have a public vote for a law, if it deems it necessary.

Part 3: The Ruler
The ruler is elected by the Advisors.
The Ruler is replaced every four years.
The ruler can be forcibly replaced by the Advisors in case of ineptitude.
To forcibly replace the ruler requires a vote of at least 75% for replacing him.

Part 3: Justice
Justice is decided by a Judge, along with a jury of 15 citizens.
Law enforcement may be hired by each individual city to keep peace.
A special branch of law enforcement, hereby know as the CCLA, has jurisdiction over the entire country.
Murder is a capital offence, punishable by life in jail.
Treason is punishable by death.
Arson is punishable by jail time.
Robbery is punishable by jail time.
Assault is punishable by jail time.
Possession of an explosive device weighing more than one (1) pound is punishable by jail time.

Part 4: Economics
A business may be started freely, providing they hold a business license, purchased from the Government.
A business may sell shares at a price determined by the business owner.

The Government may not stop any of its citizens from practicing their religion.
Religious buildings are protected, law enforcement must get permission from the leader before entering.
A citizen may do anything his religion commands him to do.

The primary concern, my esteemed colleagues, is stability. It was instability, the constant infighting between left and right, Democrat and Republican that caused our national crisis. It is thus that I propose a government that will endure and remain consistent in the face of adversity, for chaos is more dangerous than any enemy or human folly. It is for this reason that I propose an executive council be created, consisting of myself, Mr. Knave, Mr. NRDL, Mr.McWanderer, and Mr. Doomblade. I am sure that the rest of you have other concerns, but we are unattached to any organization or company, and thus are best suited to the task of overseeing this legislature and ensuring continuity in government. Our powers, I assure you, are quite limited. In determining law, we are but one among equals, and it is with this body of twenty that I propose power truly rest. We are all wise individuals, clear sighted and capable of seeing past the madness of the crowds. It shall be our task to guide this nation to achieve, and surpass its former glory.
   It would not do, of course, to burden ourselves with too much responsibility. It is thus that I propose delegating all the mundane functions of criminal law to the states and local municipalities. In addition to easing the burden on us that we may focus on more abstract and important issues, it will serve to preserve confidence in the rule of law, for when a judge is your neighbor, and not some faceless bureaucrat, he has far more reason to be pure and incorruptible.
   As you will see, I have placed extensive controls on the power of the military. This is essential, for in terms of raw strength, it is the single most powerful entity in the world. We must control it with iron wills and strict discipline, lest it grow unruly and attempt a coup. This, as I am sure you would all agree, be disastrous for our nation.
   I have provided the citizenry with basic rights, sufficient to ensure that they do not feel oppressed or scared of us. It is essential that they accept our rule, for keeping the country unified and strong is our greatest priority, and keeping the people happy is the surest path to do so.
   In summary, my proposal is our best bet to keep our nation together, to prevent bitter political infighting and the like, and to ensure that our country has the leading role in the future of the world.
