Several scientists have banded together and are requesting a grant to create 2 robotics labs and 1 biotechnology lab. They are requesting 1.5 Billion.

Proposal: Covert Police Act
-Extension of the Covert Defense Proposal

-Any Individual or group associated with criminal and subversive activity is to be investigated, pending permission from the legislature. 

-No operation to detain said individual or group, legal or otherwise, is permitted until solid evidence is obtained.  In other words, "Innocent until proven guilty".

-If detained, any individual or group found guilty of criminal acts are to be turned over to standard police forces.  Those found guilty of subversive acts against the state are to be detained secretly, pending permission from the legislature.

I support funding for both the scientists and the new defense group. We also need to propose revisions to the social safety net proposal. In addition, we need to fund the new aerospace organization. I suggest we look into the constitution to see where the Reckoners are claiming constitutional protection from. Also, we should see what government secrets we have.

The Rights of Individuals:
     -No citizen can be deprived of the right to publicly speak when it does not present a danger to others

As there is no proof that they actually carry out any threats, they say it is not harming anyone.

Also, we should see what government secrets we have.

Nothing much. However, there is some activity that could be seen as alien and a small amount of corruption.

Well, I had planned on rolling on a "Technological Breakthrough" table to see what scientists had invented. Then the tech level would go up/down according to which country the breakthrough was made in. It affects citizen happiness and goes down again once other countries get the technology.

10-can conquer the world through usage of 'futuristic' technology/everyone is far behind you

I would like to be put on the waitlist, and I have an idea for two gameplay mechanics:
Citizen proposal:non-players create a proposal that can be endorsed by any of the legislature's members.
Citizen vote:if there is a complete stalemate, and all members have voted, the legislatures can send the proposal to the people (could be implemented in the form of a poll between turns)
