In that case, I propose that an additional 500 billion dollars be appropriated to NASA annually, so long as they clear all projects with the Legislature beforehand. This money can come out of the military budget.

First, we have to re-establish NASA, though. We'll probably need a new bill though.

Keeping the draft that I already proposed, I would like to present a new bill:

The Air and Space Exploration Act (Proposition 2b):
An organization shall be established to explore, investigate, and gain a foothold in atmosphere and outer space. All such duties shall be relegated to them, and while the body may accept help from the private sector, it will be overseen by the legislature.

I also would like to propose another Bill, to ensure the safety of citizens in stores and banks, and hopefully to reduce rates of theft.

Store and Bank Security Act
- All stores of any sort are required to have 1 guard at the registers and 1 guard patrolling the shopping areas. The amount of guards patrolling the shopping areas may be enlarged depending on the size of the store.
- All banks must have 2 armed guards during business hours, and must have no less than 2 armed guards patrolling the bank while it is closed. The guards only have to guard 8-hour shifts, and will be replaced by new guards when their shift is over.
- ALL banks and stores of any sort must have security cameras placed regularly. Shopping mall establishments must have a room where they can see what the cameras see, and must have a security staff of no less than 15 segway-mounted security guards (AKA rent-a-cops). If anything is stolen from an individual store of the mall, the entire mall is to be placed under lockdown until the thief is captured and the item returned.

Urist, that's horribly impractical. They're not going to find that something is stolen before the thief gets out.

I endorse Doomblade's bill, with some minor revisions:
first of all, make it a resolution, not an act, so we can have a cool acronym.
second, all private companies retain liability for their creations, regardless of whether the organization uses them.

Act to Ensure a Decent Standard Of Living:
The government will fund constructions of tenements that will be provided free of charge to all homeless individuals.
The minimum wage is to be set no lower than 50% of the average wage (for comparison, it is currently around 30%)
All citizens will have food purchases of up to 2000 calories per day of staple foods(rice, bread, milk, etc. No expensive foods) provided free of charge, the cost being payed by the government.
Alcohol and drug rehabilitation programs are to be provided free of charge to all individuals, and such organizations may submit claims for expenses directly related to rehabilitation to the government.
Tips are not to be considered part of a worker's wages.
Employers are financially liable for any injuries directly related to an individual's work
All other medical expenses, with the exception of elective procedures and treatments, which cost more than 5% of a household's annual income will be paid by the government
Tax brackets are to be defined in terms of the average wage, as follows, with boundaries being included in the upper bracket:
50% of average-80% of average: none
      80% of average-average: 10%
      average-120% of average: 15%
120% of average to 200% of average: 25%
      200% of average - 400% of average: 35%
      400% of average+ : 90%

A new proposal has been drafted by Doomblade!
3 oppose it, on the grounds that there should be no need for covert actions.

A new act has been drafted by Doomblade!
4 oppose it.

A new act has been drafted by UristMcWanderer!
8 oppose it, on the grounds that it will cost way too much.

A new act has been drafted by Eagle Eye!
12 people oppose it, on the grounds that it would wreak havoc! Someone making a dollar over 30$ per hour would actually make less than someone making minimum wage!
Spoiler: The Math (click to show/hide)
They will accept it with the following revisions:

I would like to note that I oppose the Store and Bank Security Act, on the basis that it'll cost way too much and make the job of security guard disporportionately common compared to other jobs. I also oppose the Act to Ensure a Decent Standard of Living in its current state, as I feel that it would be too much of a drain on our budget. I do support the tax system within it, however (the revised version), as it's simple and fair. Should the cost and/or scope of the affordable living act be reduced (primarily the cost), I may support it.

EDIT: I would like to rename the Air and Space Exploration Act as a resolution instead of an act. Ths name of the agency has yet to be determined. ((Someone come up with a good acronym, and we can probably make it work.))

Covert Defense Proposal
I agree with this proposal

Air and Space Exploration Act
I agree with this proposal

Store and Bank Security Act
I oppose this proposal

Act to Ensure a Decent Standard Of Living
I do not think that the taxes are high enough for the average citizen. Asking for a mere 15% when we are creating a large social safety net will cause nothing but drowning debt for this country.

I suggest:
50% of average-80% of average: none
      80% of average-average: 15%
      average-120% of average: 35%
120% of average to 200% of average: 40%
      200% of average - 400% of average: 45%
      400% of average+ : 50%

I also suggest a corporate tax of 20%.

You see, I support the first revision of the tax rates as they are simple, low, and effective. The point is, we need to reduce the scope o the proposed social safety net for it to be affordable.

Aren't the 8 who oppose my Act going to suggest acceptable revisions to it? It makes little sense to outright reject a suggestion without giving a revision or two. Of course that's just me...
