I know why, but can my dorfs learn to make them?

Whoa there cowboy. If you do want high boots, you can change [SHOES:ITEM_SHOES_BOOTS:COMMON] to [SHOES:ITEM_SHOES_BOOTS:FORCED] under [ENTITY:MOUNTAIN] in entity_default. I also add thongs, but whatever.

But really, the difference is negligible.

is there a way to make it learnable? instead of just forcing it being able to be made?

Apart from animal training, your civilization can't learn anything new.

Unless I'm proven otherwise :P

Cool idea though... Pick up enough weird foreign stuff and with a lot of trial and error figure it how to make whips etc...

yep, would be nice. It would ofc. be easier if it resembles something that you can make.

It's too late for that world--changing entities post-worldgen does nothing.

You can buy wooden high boots from elves, scavenge them off dead goblins, or deal with low boots.

Swap how high boots and low boots are defined.

Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

With DFHack, it ought to be possible, though I don't recall the exact entity you need to alter...

P.S. If you don't get this note, let me know and I'll write you another.
It's amazing how dwarves can make a stack of bones completely waterproof and magmaproof.
It's amazing how they can make an entire floodgate out of the bones of 2 cats.
