Let's collaborate to make entirely new factions!  Must be a majority vote for the faction to pass.
Ok, fine for me.

I was thinking one turn rotations, but we could discuss another schedule if that was desired.

I would suggest that all GMs can act at any time. This way you minimize downtime waiting for any specific GM to next log on. When creating the thread, have the various GMs post right away on the first page. The OP then edits his post to include links to those first posts from each of the GMs. If the OP suddenly vanishes, the opening post still has links to all the GM posts, and those GMs can edit those posts at any time. if the game loses more GMs, you still have the remaining ones.

Finally, depending on the nature of the game and how long it takes to process turns, if it's necessary to reduce duplication of effort, any GM who is on and processing turns can post to the thread announcing that they're doing, and to please wait...then edit that post when they're done to include the actual turn information. That way, no GM logs on, and starts processing turns only to find that some other GM ninjad him before he could post.
The only problem I have with that, is that there could be a situation where none of the Gm's feels eligble to post, or that turns might be posted to quickly. I'd go for one turn rotations, but the ability for other Gm's to take over the turn if the wait has been more then a day.

Proposed factions:

Passengers: The descendent of rich domeowner and their servants. Good tech, average population, lots of room and ressources, but the Passenger keep making annoying demand (Think DF nobles)

Stowaway: Lots of people climbed on the ship by any mean possible and established illegal tenement in the cargo bays. Poor tech and ressources, but great pop and advantage in guerrilla warfare (they know every single passageway of the ship.)

Crewmen: When the ship started breaking down and the Captain died in an unfortunate accident, the Head of Security made a coup. Average population, good module, great weapons, militaristic.

Space Dogs: A lot of spaceship pilots just attached their ships to the Ark in order to escape Sol. When shit hit the fan, they formed loose alliance. Small number, good tech and gear, bonus for ship piloting and general space fighting.

There's more than one dome. Quite a few infact. (I'm bad at conveying the size of the thing, but there's at least a million people on board, so the ship is probably several kilometers long).

So a bit more worked out:

The passengers( Not a completly correct name, since there are lower class people on board to, choved into modules and other crappy habitation thingies)
Holdings: 3 biodomes
Population: Low-Medium
Tech: Well-equiped
Resources: Decent
Other:
- Relies on external power supply, as the domes solar pannels no longer provide enough solar energy this far from the sun
- This faction contains most of the better of people of this ship, and as such they want to have a descent amount of luxury
Problems expected:
-Power cuts
-People being unhappy
-Possible food shortage after expansion
-Being overrun

Stowaways()
Holdings: Several Habitation modules, one farm module
Population: High
Tech: Non-existent
Resources: Barely, though they can probably salvage quite a bit from the modules
Other:
-When the security forces retreated, the people surged up and united themselves. They managed to liberate one farm and quite a lot of terrain, thanks to their ability to move through the maintenance corridors.
Problems expected:
-Breakdown of modules
-Power cuts (The modules have only emergency generators, and none in decent shape)

Crewmen
Holdings: -Crew quarters ship part. (State of the art, and highly defensible) rather small though
Population: average
Tech: Mostly weaponry
Resources: none
Other: Militaristic, and depends on raids of other parts of the ship to supply themselves
Problems expected:
-Food and resource shortages

Space dogs
Holdings: -Docking bay delta, several small ships
Population: Small
Tech: Good
Weaponry: Decent
Resources: Decent
Other: All trained pilots, and most of their gear is loaded in the ships and mobile. This allows them to quickly move between ship parts.
-They posses decent supply stocks, but no means of resupplying if they run out.
Problems expected:
-Fuel shortage, being overrun
-No real assests: No farms, just a small dock. Need to rely trade or raiding.

The Power alliance
Holdings: Secundary Fusion generator (Blast doors and such, highly defensible)
Population: Few
Tech: Exceptional
Weaponry: Non existent
Resources: Few
Other: Scientists and technicians operating the generator locked themselves in when problems arose. Now their food supply is running out, so they'll have to open the doors once more
Problems:
-Military threat
-Food shortage

I don't like the Power Alliance. Either they will submit everyone by threatening to cut the energy, or they'll get invaded really quickly. I'm not sure how a fun game play is supposed to arise. Good work otherwise.

It all depends on how many other power producing facilities excist. Also, blast doors.

As long as nothing game breaking occurs, I'm for making them on the fly. To avoid misunderstandings it might be better to keep rules simple and maybe even to let each Gm figure out his own rules.

Perhaps we should agree on a standard length for turns? As in, one turn lasts one week on the ship (or one month or whatever). That way we don't have any temptation to skip the story ahead.

Actually, now that I've written that out, I think each GM should have discretion on turn length. If some time needs to pass for something big to happen, so be it. Makes it more interesting.
