Really, what's in it for an ISP to implement at-cost a system for system for kicking out its customers with potential lawsuits behind it, for no visible benefit to themselves besides the goodwill of the RIAA?  Without a law to force them to do something like this, they have every incentive not to.

Most of the ISPs in America are media companies as well. For example, Comcast owns NBC.

Well I have time warner (Yick), but I don't know if they own any media like comcast does.

Why on earth would an ISP ever want to cut off their own customers? Though I could imagine they would very willingly throttle the internet speed of "offenders", as bandwidth is what costs em money and if they can throttle an offender then he's still paying the same rate for less bandwidth = more profit.

Hold on let me find it. Damn my google-fu is weak. I was trying to find a link to that story about comcast supposedly wanting to put a data limit on their internet service, I guess after some amount of data was used your internet speed would be lowered.

Though since I play games online its kind of a nightmare for me.

Knowing Belgium, everyone will vote for themselves out of mistrust for anyone else, and some kind of weird direct democracy coalition will need to be formed from 11 million or so individuals.

...I think it's a good idea; it's voluntary, meaning ISPs don't have to be forced by the state to do something idiotic but instead will build up their capabilities on their own time. At no point are you arrested or sued for copyright infringement, you receive some warnings beforehand, and it will hopefully cut down on piracy.

The only problem is the fact that because it's voluntary, the ISP gets to decide when to give the warnings/throttle your Internet/shut it down/etc. They may either engage in this process too much (which would be unfair to the consumers)...or they don't engage in it at all (which will infuriate the RIAA).

Wow. o-o

I'm suspecting they would count it as illegal download if they find that the port it's headed to is a traditional torrent port, or if the connection comes from many places and also has a large bandwidth.

Actually, the second one is stupid, because that's what MMORPG game servers do <.<

Surely the sheer lack of incentive for ISPs to spend lots of money on making their service less desirable kills this proposal from the get-go?

Because profit.

They get paid by campaign contributors. Large corporations have learned instead of using competition to increase profits they can now just change the way the system works by influencing politics and the law with money.

I'm not sure they care whether business is abroad or not. I mean some politicians have pointed to china and said that they are a perfect example of how our labor should be managed.

If they want to attack piracy why can't they just take down sites like "The Pirate Bay" .

Our government, hell, our country follows trends in America with a 2 year gap that shortens every day. Even the disturbing ones.

Which is a Swedish site? And they've tried to (i.e. leaned on the Swedish government to do something). Ask me how well that's worked out for them, while I grab half a dozen torrents off Pirate Bay. And if the Swedes did shut them down, they'd just relocate to a server in the Comoros. Or the Turks and Caicos. Or Kreplachistan. Point being, if tiny countries can be havens for rich people to stash their money, it's fitting karma that they're also havens for pirates to stash their servers.
