Yeah. Coal is better, but shale would be an option for embarks without coal.

Oil is a different beast. Is cannot be used in making steal. It would need a different furnace. And it is often under pressure, which would require new mechanics. All the other changes proposed in this thread are things that could be modded in.

Maybe oil in modern terms can't be used, but oil can still be used by finding it in oil sands
Quote
In North America, the early European fur traders found Canadian First Nations using bitumen from the vast Athabasca oil sands to waterproof their birch bark canoes.
This would also tie into boats and water proofing.

The reason oil was not widely used before modern time is that it's mostly found deep underground. But dwarves have no problem digging to magma, and oil is easier.

Greek fire is an example of early petroleum use. And a suitably nasty weapon for dwarves to use.

Nah you can't use graphite as coal in vanilla, all i did was edit the lignite reaction to use graphite instead.

They're nearly as bad as badgers. Build a couple of anti-buzzard SAM sites marksdwarf towers and your fortress will look like Baghdad in 2003 from all the aerial bolt spam. You waste a lot of ammo and everything is covered in unslightly exploded buzzard bits and broken bolts.
