You would have to dig/build an a reservoir.
I think it needs to be subterranean for the water not to freeze so building might not work.
Then cut a shaft down to it for a well.

We just need to get Toady to embed a Lisp interpreter into DF.  Learning lambda calculus in order to play the game wouldn't make DF's learning curve much steeper.

I don't see why he shouldn't be allowed. He's searching for fresh groundwater. Farmers do that a lot. Seems fair to me. BUT I also agree with your proposal.

he doesn't even have to break the rules.... build a house make a basement, flood the basement place a well in the hous and voila.... you still are at Z-1, which is permitted....

Wouldn't a Z level 1 well freeze?  In any case I'm totally ok with an underground cistern given the funky nature of how "outside" is determined.

You could flood the basement but you would have no way of getting to the water. If you try to have access from the above ground the water's just going to freeze, the hole where you collect water has to be subteranean and that's not possible without going to at least -2z.

Why not extend the rule to -2z?

I oppose extending to -2z generally, but I'd be okay with making an exception for a well. In fact, within reason, a well could probably go down until it hits stone.

I definitely don't want to extend the rule but digging a well that reaches the stone is a bit more realistic than the -2z river thing so I'll endorse that idea.

Not so, experience with above ground forts suggests and a bit of impromptu testing confirms only "subterranean" water won't freeze. Subterranean squares have an unmolested temperature of 1015 U being indoors doesn't effect temperature.

That is what all my testing shows as well, unless you put a 4/7 depth magma holding tank right above the well (and hospital) so it does not freeze in the bucket.
I don't think you can do that in this fort though so your hospital will need to be considered underground by the game for patients to be able to drink water in the winter.
Maybe it should be well adjacent to minimize rule exceptions?
