Nice suggestion, op. I like the idea of linking the monitoring to the mayor's position. And if you happened to have an unsympathetic mayor you could be given misleading results.

I agree, we should add another noble (therapist) to the dwarves' Bureaucracy. His entire job is to talk to other dwarfs and record the overall happiness and complaints of your fortress. Perhaps he could also list the items in high demand.

You could order that if you thought a demand, whether from a noble or from a civilian, was unreasonable. The demand would be dropped, everyone would get a nasty thought, and dwarves might keep their demands to themselves, leading to bad thoughts ("Urist McSuggester has been unhappy recently. He has been afraid to speak his mind recently.")

Yes, making nobles that will handle monitoring micromanagement is wonderful idea.
