I intend to make the starting amounts rather rediculously high for the main civs. If anything one inparticular might accidently the world through sheer numbers. And no not kobolds.

Good idea.  It will most likely allow you to make world-gen longer.

If you make world-gen last for too long of a time, some of the civilizations will be killed off, preventing the full effect of the death and destruction to the fort.

There a threat, this is early-game.

Meh, the snatched would come with them on sieges.  I was intending them to be rebels or something, taking prisoners.

I don't know the word for it but as far as in keeping with the setting, gameplay doesn't facilitate how POWs work. A POW is given the option of join or die. As far as kids go it's a crapshoot depending on how badly the winner got knocked around winning. If they didn't get messed up too badly same ultimatum, unless they happen upon infants then they just take them in and lie like a rug. If it was practically a pyrric victory....

Screw it I'll say it. None are spared.

These people won't fuck around and there's always replacements.
