Solution for overcrowded world by dwarves

Suppose dwarves as a dominant civilization made of friendly clans, living in huge and numerous fortresses over a whole planet. They multiply themselves and prosper well, organized by one group of wise and respected noble elders (centrally planned global management). Suddenly they realize that there is no space left on their planet. What should they do in such situation?

I wonder what solution dwarves can propose for overcrowded planet Earth, dominated by neoliberalism.

The hell kind of dwarves are you talking about?  Mine will rip out a guy's eyes out of pure spite and then not even kill him.

Dwarves AVOIDING violence? No. Just... no. It doesn't work like that. All dwarfy solutions involve violence. And possibly magma. Lots of it.

Dwarves are not chaotic by nature, they do not kill or torture for sick satisfaction. Especially not ones from their clans or friendly clans.

Tell that to my mayor/militia captain that apparently broke the coded rules that say fight to the death, and instead used fingernails and bad attitude to leave a foe blinded and wracked with pain and very much alive.

You sure you aren't thinking Dungeons & Dragons' Usually Lawful Good dwarves? EDIT: No, you can't be, even D&D's dwarves are all too eager to get violent if it's the most reasonable solution to a problem.  They even have a dwarf-only prestige class for wizards to cast in full plate armor.

Dwarves are not chaotic by nature, they do not kill or torture for sick satisfaction. Especially not ones from their clans or friendly clans.
 

Have you even played dwarf fortress? Or even read a thread on this forum? Dwarves are alcoholic sociopaths that lock children up with angry dogs so that they can become better soldiers.

Even if the player isn't directing 'em to do stuff like that, all it takes is a couple bad days and a dwarf will be more than happy to rip up a slab of pavement, throw it halfway across a level and break an old lady's leg with it in a fit of pique.

You sure you aren't thinking Dungeons & Dragons' Usually Lawful Good dwarves?

I think that in fantasy worlds dwarves are true neutral or lawful neutral with tendency to be good towards long-lived species. It depends in how big communities they live, what is their local history.
If there is no any threat they live simple and peaceful lives based on diligent work. They don't make wars against themselves (like orcs do) when peace is established.
Unless they are polluted or warped by some evil ways, then they become chaotic.

Obviously you've never heard of a tantrum spiral.  A ranger snatching a cook's baby from her arms and choking the life out of it right in front of her, while the fortress burns and rots around them and nobody does anything to try to fix it, with no malicious input at all from the player... seeing that tells you everything you need to know about dwarves' natural tendencies.

I've heard, but this spiral has its own bad cause. When society of dwarves is properly managed then such spiral is like a small flame, easy to control and extinguish.

One tantrum, sure.  Five tantrums, maybe.  A genuine tantrum spiral? Not a chance in the circus.

Note that "its own bad cause" can be such heinous atrocities as failure to make an item from a material that is literally impossible to mine or work, or not finding a way to force a dwarf to drink one of the five other kinds of booze you have available instead of going back to the same one he's sick to death of, failure to stop rain from falling on trees that needed cutting, or even failure to completely and permanently isolate dwarves from each other after they decide to form grudges.
