Is this a bug?: Starving dwarves steal food from caravans

I forgot that I had left DF on offscreen, and when I realized, my dwarves were starving. Then, a trader caravan came in, and they went out en masse to fetch food from them. Is this delliberate or is it a bug? I mean, it does make sense, but...

I assume, as in most cases, the caravans do not approve of this behaviour?

Assuming it's the same thing/bug that allows them to steal from it for supplying the hospital.

Merchants won't notice the theft until they leave the map, but if you've traded enough stuff for them to make a good profit that eclipses the loss it shouldn't affect anything.

The first ship captains to trade furs with American Indians knew that some tribes would steal any piece of metal (nails, hooks, etc.) that they could get their hands on, but they still maintained friendly relations because their exchanges were otherwise extremely profitable to both parties.

Considering the hospital one has been around forever, I can't see this one leaving any time soon since it's essentially the same thing. I like to think of it as the merchants taking pity on us.

I've never seen them steal food, are you sure that they weren't actually stealing cloth from the caravan for the hospital?  If so, that's an ooooold bug:

It was food. There was no hospital and they WERE starving
