Nope, I tried that. I went through all my dwarves and found the one with the lowest Urge, it was something like 16. He still made lots of mandates. Oh well, it seemed like a good theory.

I think there is still a place for noble bashing--nobles are an added challenge and how you resolve it is up to you.  You don't have to have a sheriff, so no mandate will ever be enforced with violence, but if you do you need to build a jail, decorate it, make sure dwarves aren't dying in it etc--extra challenge. You don't need to obey orders from the noble or select a noble that commandeers stuff you want to remember to keep building (e.g. bronze bars), but you can--extra challenge.

Finally you don't have to construct an elaborate magma delivery system to your noble's rooms and set it up as an execution chamber with a sublimely decorated lever, still if you do it is also a challenge.

Moral of the story: Tossing nobles into a goblin pit is just wrong, tossing your baron into a golden arena armed with candy armor and sword against 200 unarmed goblins is good and proper. Both are executions but one is lazy and the other is dwarfy.
