Dwarf Cancels building X, item present

I am trying to build scaffolding to carve the upper level of a Great Hall (I did not plan it as well as I could have).  I keep getting cancellation messages that Dwarf cancels build stairway, object in the way.  The only items there are rocks.  What gives?

Those rocks are either forbidden, marked for dumping, or (most likely) designated as material for construction.  You'll need to wait for them to be moved, unforbid them, or cancel the construction job they're being used for.
