Reply to the European Confederacy
I applaud your ideals for a Union but there are a few things i must stress before i consider this proposal. Number one what do you mean by the International Declaration of the rights of the Human being, i have never heard of such a thing. Number two while peace is a noble goal do you really think it would last, while some may be sick of war, others might try to sieze the opportunity to become a great power, and how do you propose we deal with the world, it has become a savage place and the only way to bring peace to them is through conquest, and i have little doubt of Italy's intentions to expand into north africa, which may come into conflict with my own. However i will consider this proposal, after all, there is no way we cant atleats try to settle this like gentlemen.

The universal declaration of Human rights is a set of what is commonly believed to be the rights of a human being. Full text added in the addendum. (Note you can assume this to be +- identical to the current universal declaration). It's not universal in a sense that it is known or respected everywhere, but in the fact that it applies equally for all human beings. The most important things in it are noted below:
1.The right for a human being to have disposition of his own body. Ie, he decides what he himself can do. It also includes the right of free speach and the right of freedom of thought.
2. The right of a human being to acces to several basic nessecities: Food water, clothes , a home , ...
3. The right of a human being to own individual property. (This does not nessecarilly conflict with communism)
4. ...
Of course all these do not grant a person the permission to limit another person freedoms, therefore still allowing a nation to fight it's crime.
We would like however to repeat that war will not solve a single thing. Our strategists predict that a war between you and Italy would probably result in a long term stalemate, and nothing but dead at both sides. You haven't even seen the atrocities of war. Our nations has been a battlefield for 5 years. Every day thousands of bullets and artillery shells rained down upon the earth. Devastating poison attacks killed thousands in the most atrocious ways. Even now, our farmers have to fear for their lives when they plow their fields. Almost every month someone dies by hitting a buried artillery shell*. 2 months ago 23 people died when an old Mustard gas shell detonated.
War should be avoided at all costs. I fervently believe that a world without war and suffering should be possible. For one, remember these citates: "

For all they that take the sword shall perish with the sword. While I know that you don't follow our religion, a fact which I thoroughly respect, I'm very sure that a similair wisdom will be noted in your Holy books.
*More or less true: Even now several tons of artillery shells are dug up every year in Western Flanders alone.
