You would have to test it, but I doubt it. I assume it will just have no job and potentially keep canceling other fortress jobs due to inaccessible site

Try to make her slow_learner. But I think, you need make her non-sentient. Even non-sapient castes of specie with one or more sapient castes may become nobles in worldgen.

What's a good language generation utility for sample sizes of less than a few dozen?

It's a buyers market. The author writes what sells, catering to the lowly demands of uneducated masses. In this case, apparently, charioteers.
Can we get migrant sponge cooks, a squid for bookkeeper, a starfish peasants, squirrel mechanics, vermin invaders, and cook roast crab meats?

Ah, yeah, have to make up extra junk that sounds like your desired output.

I just checked the community mods and utilities list and it looks like the link to the other one, dflang, is down. But it's still here on dffd; http://dffd.bay12games.com/file.php?id=1738

It's a bit more complicated but it can associate words with symbols they belong to and include root syllables for those symbols into the words. Or create hybrid languages.
