There's no option at the kennels...do I just assign a trainer to a stray dog? Does the trainer have to keep retraining it?

Training war animals is done through the Animals tab in your Stocks screen.  Select the animal, then press 'w' and then select a trainer.

You will need a Animal Training zone for this.

The only animals that need to be retrained are exotic pets that were initially wild.  Those gradually lose their tameness over time and need to be periodically re-tamed.  Their offspring will be born semi-trained, and then once tamed will be completely domestic.
