Faithful advisors, thank you for your reports, these are pressing concerns, and i will deal with them all.
first the Immigration problem, i'm sure you all remember the pain we sufferd at the hands of the europeans in times past, so the eastern border must be patrolled at all times, warn all imigrants to stay away and if they still come, shoot them and any european immigrants already here they will have the choice to leave and if they dont then they will be taken into concentration camps that you will set up, just make sure they are out of sight of the people, as for the asian immigrants, they will be placed in immigration camps, where they will learn of our ways, and that of the islamic preachings. they will then, after three months in the camp, be tested to see what they know of our culture, if they pass, then they may enter our lands, if they fail, then they may chose to try again later, or leave the empire. you will have 30 currency to do this.

As for the religion problem, remember the great Caliphite of old. Islam shall be our offical religion, but people may worship their own religions freely, just give small advantages to muslims, Jerusalem, our Capitol, shall have temples of all peoples, but the temples preaching Islam shall be the grandest. All may worship freely, but try to convert the people to islam, you shall have 20 currency to do this.

As for the oil problem, this is more serious, attempt to encourage people to use camel transportation, in fact, set up camel caravans to transport goods, set up public transportation using camels, oil must be restricted for government uses only, set up train lines for the richer people, and strengthen the output of oil and coal, send the people in the concentration camps to mine the oil and coal, you will have 20 currency to achieve this goal

And this may not be a problem you have presented me with, but empires need armies, and we must have a large, trained, standing army. Focus it on camel cavalry and infantry, make it seem more attractive to muslims, as we need a largley muslim army, for a muslim empire, give bonuses to muslims who join the army, focus on making it large enough to patrol our borders, and make a small navy while your at it, maybe 1 ironclad and some smaller ships, you shall have 20 currency for this task.

The president of the Confederate council will now speak to his citizens. It's a live speach, set in the ruins of Brussels.
Greetings. I would like to adress everyone here today, and talk about the latest events in the country and clarify the plans I have set out for the future.
First, I would like to usher everyone to remain calm. There have been reports of fighting in the streets, and plans will be undertaken to stop this. To those who are involved in these fights, I would like to say the following. Look behind me, you can clearly see the ruins of Brussels, once a proud city, but now nothing but a hulk full of smoking ruins. That's the result of war, that's the result of hate. The Confederacy was set up as a nation where everyone is welcome, and everyone is equal regardless of race, origine, sex, ideas or health problems.

Remember that. Remember the terror of the war, the smell of blood and the taste of iron, and let us never make the same mistakes again.

For those of you who still have complains, a new ministry will be set up to take care of them.

Second, you might have heard that there have been some border disputes between us and Italy. I'm pleased to say that negotiations are underway and that we hope to reach a peacefull solution soon.

Third, As you all know, our country is in serious trouble after the Great war. Infrastructure lies in shambles, roads have been destroyed and the industry doesn't do anything. Unemployement is high. As such, a new plan has been worked out by the Economical commision. New infrastructure will be constructed. Mostly railroads and boat transport. The mines will be reopened and the steel foundries will work once again.

Also, Our departement of Progress has an important announcement to make.
The President leaves the stage, and is replaced by a rather short man  looking like your typical confused professor.
Uhm yeah, as the president has just said, we'll be trying to rebuild the old industry. Sadly, this investement in infrastructure won't be enough. Because it would cost way to much to completly repair the infrastructure, we have decided to invest in a new type of transportation. Aerial. By using large airships we'll be able to easily transport people and goods over large distances, and as such ait the economy.

Also, in order to allow our nation to flourish, we must progress, as such we're going to rebuild the old universities and school networks, allowing everyone to learn and do whatever he or she likes.
 

1.Set up a Departement for Equality and Integration (Counts as an anti-espionage if possible, but mainly focused on solving the hardred problem.) 20 credits
2.Repair railroad infrastructure and repair the old industry and mines. 30 credits
3.Invest in the research of Airships, mainly for civilian purposes(apply for a patent, since everyone wants to steal my ideas) 20 credits
4.Repair the old universities/ school networks. 20 credits

  Hello my people. We hear your cries for liberty, and your cries to restore Britain to her former glory. We assure you, we will accomplish both of these things. But before we can restore Britain, we need to make sure she can protect herself from any attacks by the communist insurgents. This will require a firm hand, one not debilitated by debates or arguments.

 Reestablishing Parliament now will only spell doom for Britain and her subjects, as the disagreements between it's members will only slow down our rise back to the top. Do you remember the time it took for Parliament to make decisions? Their lack of a unified spirit slowed down our war effort, and it has brought destruction. We can recreate Parliament, but not now, the stakes are too high, the slightest bit of indecision could spell doom for us.

 The Communist threat, from Ireland scares us all, me included. We can defeat them though, if we all join forces and work together. It will be a tough, hard-fought war, but when we retake Ireland, we will be thanked.

 The world has indeed been crushed by the great war, but we will be the nation that shines brightest, a beacon in the dark, a symbol of liberty, as we will work together, we will fight the insurgents, and WE WILL WIN!

The Communist Parliament of Italy will be represented in it's first speech by Head Chairman Latto Brusette from Rome.

Comrades! The time for change and glory is upon us! Having freed ourselves from the oppressive nationalists, we may renew Italia to her Renaissance glory!

In order to fully repair the economy, the Communist Party has given a generous amount to reinstate business in trade.

With our military in discord from the Great War, I appoint my Military Advisor as Head General of the Italian United Forces. He will decide the Secretary of Defense, Secretary of Intelligence, and Chief Tactical Advisor. They in turn will decide who obtains their positions directly under them, and this will continue until the last Captain appoints the last Corporal!

Some citizens fear Communism and the new Italian government, but these people only fear change! As they will see in our new educational resources, they will turn from dissenters and pessimists into loyal comrades.

Then there are those who fear Communism, and wish to destroy it from the inside out with redcoats. Never fear, for we have called for the Italian Homeland Defense Department (I.H.D.D.) to handle this issue!

Since our loyal citizens will be working to restart businesses, as well as join the army, the Communist Party has called for new immigrants from adjacent countries to come and live new lives in Italy. Do not fear these new neighbors, welcome them with open arms, because they shall be your brethren!

It seems the people aren't willing to completely comply, very well give them what they ask for, but as secretly as possible try to undermine their beliefs and power, we need more people listening to the Muslim faith, remember, be subtle. And find out how many of our people are non muslim, say in percentage, actually find out what they worship

As for the immigrants inside our lands who are not leaving, try to find them but mostly just make sure that they aren't a problem.

Now begin propaganda, make the people proud to be in the Arabian empire, make it freely open to all, remind the people that in therms of landmass, we are the largest empire in the worls, remind them of the Caliph of old, an empire that power and glory made it an empire thats glory and power, rivald or even eceeded that of rome.

Meanwhile we need internal defence, set up an agency that will silence outspoken people against our government, silently sabotage the places of worship for non muslims, just make it secret, and make its actions unoticable. bive it a loyal and efficent leader, and make sure its members are loyal to me

we also need to modernise, find as many coal sources as you can, industialise us, make factories, improve the road and mines, and search for more oil while your at it, our economy must be strong

Summary of descisions of The European Council:

Edict 2101: International Trade
Following succesfull negotations with both Italy and the UK, trade routes will need to be estabilished.This edict primary focuses on the estabilishing of governing commitees, but also the repair of nessecary infrastructure and ports.[/  In order to prevent the sudden influx from resources, products and customers from upsetting the economy, trade will be mostly governement regulated. This measure is intended to be self sustaining, not by direct taxation but because it will stimualte the economy. Trade with The Italian republic will most likely stall at this level due to high governement regulation, but Uk-Bound trade is prognosed to evolve towards free trade in the future.

Edict 2232: Education
Progress in repairing the old education system is swift. Now that the rebuilding of the universities is in progress, we should turn our attention towards general education. The basic education will be diversified, so that each student can do what's best for him . All judging in schools must be based on capabilities, and not ethnical or other reasons. Evening schools for adults must be estabilished to.

Edict 2351: Austerity measures
Civil unrest and internal disputes are growing out of control despite the best efforts of the Ministery for integration. A Police force will be recruited and used to patrol the streets untill they are safe again. While some may argue that this conflicts with the foundations of our society, the council has decided that doing nothing would be just as worse. Nevertheless, the police force must respect the rights of the criminals as much as possible.

Edict 2422: Airship Safety
Due to the shortage of helium, the Council has decided that hydrogen should be used as a replacement. Because of that, the airships should be modified. The balloon should be distanced from capsule and parachutes should be given to the passengers. In the unlikely event that the balloon does ignite, this will allow the passengers to jump out whitout being killed by the inferno. Airship research should primary focus on the capabilities of using airships as cargo ships. Their high cargo capacity and relatively low fuel use will help with our economy. If succesfull, they can be used on the traderoute to Brittain. The council has decided that the current landconnections to Italy will suffice.


1.Set up Trade routes towards Italy and the UK 10 credits
2.Repair the old universities/ school networks. 10 credits (Do I need to do this, or are the shools completed automatically?)
3.Recruit an infantery police force. Focus on quality more than quantity. 5 credits
4.Airship research(Hydrogen works too, as long as you keep it away from docking spires.) 10 credits.

Currently I have 25 currency, with a gain of +20.

"Throughout this past year, we have accomplished much, my people! Together, we have fought back the raiders of the east who seek to prey upon us. No more! Our brave men of the 1st San Francisco Infantry Regiment have singehandedly defended our country.

On the scientific front of things, our research in Rifling has gone over and beyond my expectations! With this, we shall gain an advantage against any who wish to battle us.

Throughout this year, you, my people, have gone back to work, and are now turning us prosperous once more! You should all be proud!


Action 1: Set up a SWAT team to deal with any more dangerous threats, spend 10 currency.
Action 2: Set up a Counter-Espionage agency, spend 10 currency.
Action 3: Encourage the forming of private sector jobs, spend 5 currency.
Don't use a fourth action.

Since people are getting antsy about next turn, I'll skip the RP'ing this round and just lay out my actions.

Starting Funds: 15 + 25 = 40


Action 1: Continue to build up Agricultural Sector of our economy until it is booming. Use 10 Credits.

Actions 2: Jumpstart education, begin rehiring teachers and professors. Use 10 Credits.

Action 3: Show the immigrants that capital isn't the only way to pay off for hard work. Find the 5 most popular and hard-working immigrants. List them as Candidates in the next Representative government.

4. Have our scientists and engineers research faster boating. Use 10 Credits.


End Economy: 40 - 30 = 10 Credits Remaining
