I'm unable to make Minecarts and Wheelbarrows?

So, before you go, "you need to upgrade to 0.34.09, dummy!" I am in 0.34.09 because hauling is slow as hell, I have less stone, and I'm able to make minecart tracks. But for some reason, in my carpenters and metalsmiths forge I have no option for either of the two. Could this be like the same thing as your civilization has not discovered a use for a metal yet, but with minecarts, or Is it something I did with the raws. I did mod the raws a little, I made it so you could have human fortress (not this fortress though), humans could use steel, and made it so you could play as subterranean people outsiders. Would eliminate minecarts in someway?

Check that you have [TOOL:ITEM_TOOL_MINECART] under [ENTITY:MOUNTAIN] in entity_default. Are you able to make wheelbarrows?

Hey there's no need to be self-deprecating here, we like to help people out :D

Minecarts and Wheelbarrows are both tools located in the item_tool.txt, make sure they're there.

The only things I had with [TOOL-ITEM] were these:   [TOOL:ITEM_TOOL_NEST_BOX][TOOL:ITEM_TOOL_JUG] [TOOL:ITEM_TOOL_LARGE_POT] [TOOL:ITEM_TOOL_HIVE]

Which is strange, I never messed with that in the raws...

EDIT:
Yep I don't have carts in the Item_tool.text either, I guess I'll just add them in, thanks

One more question, after I'm done adding those things back, will the changes apply to the fortress, or may I even have to generate a new world?

Nope, they should apply for the world already generated. Caravans won't bring them, though.

Once you add them then you should be able to make new ones in your fortresses without regenerating. (make sure you add them into your save raws, not the overall raw/objects, though.) I'm fairly certain traders won't bring them to you in your current world, regardless of what you do though.

Also I'm guessing that this fortress was originally from a version before mine carts and wheelbarrows were added in? The current vanilla raws include the tools, so if you just moved the old save into your new version then any future worlds you generate should work fine without any editing needed.
