Why would you want to interrogate kobolds?

Considering they can't talk this is a very good question.

They can talk, but the interrogation would yield few results.

All in all, I think creatures with [UTTERANCES] should be able to talk and at least "utter" things. I mean, kobolds have to communicate with each other, right?

I figured that it just represented a language that is incomprehensible to other species. Kobolds' raws kinda seem to suggest that their ability to communicate even with one another may be pretty limited.

Were in 1400, right? Democracy brought the idea of fair trial, fair trial is what got the idea of evidence. Waaaay back then, you could cut yours with someone's knife, run up into town, scream "URIST STABBED ME! HELP!" and then the police will just go and maul good ole' Urist.
Democracy is not as new as you think. While not as refined as it is now, democracy has been around sense at lest 507 BC.
