Do Boots Come in Pairs?

When I tell my dwarves to make 30 Boots; are they literally making 30 boots or are they making 30 pairs of boots? Gauntles/Gloves/Mittens, too; things of that nature.

It should be noted, however, that -artifact- boots/gloves are produced 'one-off'.

quality from boots produced as pair seems to vary though, so one could be a masterwork and the other finely crafted. I'd need to check on that though.
