Step one: Drop weapon you're holding.
Step two: Drop weapon you want to hold.
Step three: Pick up weapon you want to hold.
Step four: Pick up weapon you were holding.

Instead of dropping and picking up you can just [r]emove it from your pack.

Wear a spare quiver, you can sheathe two weapons in them at once. The last one you put on will autocollect your ammo, so put it on before. Take a weapon out, put the one you're currently wielding in, then you're switched.
