You don't need to extract fuel. A distillery/refinery is enough to produce it.

Construction:
Build Superhive Upgrade
Build Scout Ship

Combat/Exploration:
Give the Scout Ship no more fuel than it needs, and then send it to check out and make contact with the unknown fleet

Its basically the same thing, a shipyard is a shipyard no matter the size, and the large one is most likely the size of whatever your thinking of for a shipyard right now.
