The gaurd falls down laughing so hard the doors open. I guess he really doesn't care that much about the city.

You look around the city landscape, dark alleys ominously draped over a stench of evil, as penguins walk by you, on thier own agendas, almost not noticing the PENGUIN ROYAL GAURDS beating a penguin with spots against the wall.
The city is ruled by the iron grip by GRAND PENGUIN PENGUINPANTS, taking extortionate taxes from the citizens, and killing anyone who opposes him.

You sneak up on the gaurd beating that penguin with spots, and slap him with your fin so hard he falls on the floor, unconcious. The penguin runs away without even thanking you. Jerk. Anyway...
