First year anniversy = forget how to do things?

I hadn't played DF 2012 until recently, had a .31 fort for quite a while and then took a break.  Trying to get back into the game and everything is going fine except for one little game breaking problem.

My fort was running smoothly until the second spring.  Suddenly my dwarves decided that they were going to forget how to do just about anything.

Multiple dwarves are on the verge of death by thirst even though there's ample unforbidden, accessible booze in the stockpile.
My mechanic refuses to hook anything up to a lever he built.
Workshop tasks are not being done by dwarves with the labor enabled and all the time in the world.

What the hell is going on?

Is there some new aspect of the game I'm completely missing or is the new release extremely buggy?

Any help on this matter would be immensely appreciated, I can't operate a fort where the dwarves are truly braindead.

With [SLOW_LEARNER], dwarves probably don't sit around and talk anymore. They just stand in the same corner altogether, staring at each other, sticking their bearded lips out trying to make sounds. And giggling when someone actually says a whole word.

Nothing's changed as far as booze access or anything like that since the 31-series, and 34.07 is stable and reasonably bug-free. Chances are you simply accidentally severed access. Might you have made a mass remove up stairs/ramps designation over a wide area and accidentally caught your main staircase in it? That's an easy thing to do if you're not paying attention. Station soldiers at the booze, at the lever, then at where your dwarves are to make sure there's access.

Alternatively, check burrows to make sure they're not forbidden from going to the jobs/booze.

Oh my god...

I totally removed the up part of my staircase without even thinking about it.  They still had the down part so I didn't notice...

I'll just be throwing myself down the well now, I'm clearly not fit to lead these poor sods to their death.

Never happened to me and I remove every ramp except for one on the topworld o.O.

Don't be Silly, This is the sort of leadership that the dwarves expect nay REQUIRE from their leaders...
while the lack of booze is harsh I Imagine that they Respect you even more now that you've proven your dwarfiness  :P
