hey stop that infanticide! it's madness! bebies are innocent, they can't be vampires!

Besides children being exempt from justice, there's really a reason: babies don't drink or eat, so they can nor drink vampire's blood to become a vampire neither get any thoughts from eating or drinking. Also babies don't profane temples in worldgen. (well, i'm not 100% sure on this one :( )
you must have missed someone.
Or maybe you had a human vampire lawgiver visiting?

I remember my saddest moment in dwarf fortress, my miner who had a baby was channelling and due to an ... unfortunate accident, she fell 2z storys and was paralysed and suffocating (lung puncture), the baby was thrown from the arms of the mother and crawled back to her, wondering what was going wrong. She watched her mother die and still stayed with the corpse until someone picked it up and dragged it away. The baby crawled up to the meeting area, hungry and crying for help, but she was ignored. She continued to crawl up to strangers and nip at their heels trying to get food, until she went to the cemetery and died next to her mothers tomb..

I almost cried.

yeah, but only left unattended. when with mothers, they just stay full and hydrated without eating or drinking.
 Also, they can be given water or maybe food in some cases when the randomly crawl around. This procedure might give "decadent meal"-types of thoughts, although I'm not sure.

No, the baby was thrown into the refuse pile and then raised by a necromancer, then it had to be killed by its father.

By that point I just abandoned and watched Marley and Me.. Saddest day of my life.

It actually depressed the fuck outa me.

Well, I havent been much emotionally involved in my dwarves in perhaps a year. After a while you start to see them as they really are I guess, small blips of programming. I dont think I can possibly be sad about anything that happens to my dwarves, perhaps pissed if some legendary dwarf (especially warriors/armor/weaponsmiths) dies but thats it. I also get annoyed by losing limbs in adventure mode because by then its better to just die.

Well when something realistic in a game that does happen in real life, happens, then it makes you think about shit like "Why are people this bad, not noticing children in need" etc etc.

Because it's still in a game, and when that kid is a zombie, it detaches pretty much 100% of the realism.

Also, I don't like kids that much either.
