Why does the file depot have tickets numbered in hexadecimal?

I hate to be so cryptic, but technically it'd be called decimal for them. Hexadecimal would be 22, and thus mess up the entire system.

I could always go to the central file depot, or one of the four other depots, but I'll need a re-breather and Fighter Air Tank to visit them. I'll need to submit a B73A7-H3 or B63A7-H3 in the general stores to get a re-breather. Form A3-41 will get me a Fighter Air Tank, but the general stores should have those on hand.
