I just love when games like this requires weird upgrades to build things that should have existed before

What was that you want diplomacy? did you research diplomacy?

To admit they usually justify it by basically saying that Diplomacy exists before but that it is entirely ineffectual for this scenario unless you research a way for it to be.

Just so you know EuchreJack, dilithium does not get stockpiled and excess mined is lost if not used. But I'll keep your suggestion in mind when Catullan gets big enough to be of use. Recall that we colonized Malurian on turn 9, and Jarod Cain is only now beginning to think about specialization.

While our planets have an energy output bonus, we have a small population in Malurian. Therefore our production is most likely not that great there. (let me know if I'm wrong in this) So, I'd say that our focus should be on research unless you suggest otherwise.

That's a good idea. Maluiran can support 9 factories, but probably they will be best left idle when we aren't trying to build other things in the system. I'm imagining 9 upgraded mass replicators and 9 upgraded "something else"'s and we dramatically shift the population around  based on whether we need to build something or not.

In terms of what those "something else" buildings are, you have 3 choices:

1) Energy production to support specialty buildings.

Any thoughts on powering our buildings? We can go for 100% intel, or some mix based on how many things we want powered.

Suggestion:

Get memberships. Find race with many databanks, maybe hi-tech.

That would be our priority intelligence hub. I always kept Sol as energy source for specialty buildings (Utopia Planitia). Also, I keep Genesis Lab and Daystrom Institute on different places so they don't strain one system.

Nothing beats Volchok system from my previous game. 2 Large M worlds, Ocean world, barren world, two arctic worlds. 405 million population with fastest ship production in whole Federation.

In my experience minor race systems never have databanks. But they have research facilities maybe 40% of the time, which is why I focus intelligence operations in colonized systems.
In-universe you could think of it as humans being unwilling to trust aliens with their military secrets.

Also it can sometimes be a good idea to put Genesis and Daystrom in the same place. A tiny little system with little else to offer would be an ideal place to build a bunch of plasma reactors. (I'm most certainly not looking at Catullan ::))

Also, yeah we're jealous of such a nice system. Most of our uninhabited systems are barren rocks.
Mintaka is the closest we've got at 365 population. It might be a little better, considering the 100% food bonus we'll be getting from the farm. I bet in the late game once we've upgraded the automated farms we could support 30 factories at once.

Turn 66

Not much happened. The Martynov is headed for the alien system we spotted a few turns ago and the Romulans expressed concern with our expansion in their direction. Once again, unless we get a declaration of war it's just idle threats at this point.

The Martynov is leaving Ferengi space, probably for a long time. So I've sent the Ferengi a non-aggression treaty in the hopes of buying more time for our military fleet.

Turn 67

We received an affiliation treaty from the Bolians, it's a welcome change to our relationship that marks the next step towards membership. The Malurian system constructed the last of its factories for quite a while. I'm ordering it to upgrade those factories before we begin serious specialization. As per the instructions of planetary governor Jarod Cain we'll be devoting the system to intelligence operations.

Turn 68

Also the Ferengi were willing to accept our offer of peace. That's 25 turns to build up our defenses.

Sadly, the Martynov is no more. Let us have a moment of silence for the illustrious crew of our first explorer..

Admiral Sirus has already been responsible for peaceful first contact with more alien races then perhaps any commander in the Federation hereafter. His introduction has paved the way to peace with 2 major races, and friendly trade with 5 minor races. His final gift to us is first contact with an 8th minor race - the Ktarians.

Turn 69

A Romulan colony ship appeared in the Balosnee system where the Smith and Saskia are terraforming. We should be able to colonize it before they can.

Also our first military vessel completed construction in the Sol system. The USS Stratford A is the first of nine destroyers we're building to patrol our space and prevent alien incursions.

I've offered a large bribe to the Trill, hopefully they will join us soon and the Protector can provide us some additional defense while the remaining destroyers are constructed.

Turn 70

The Ktarians accepted our offer of trade. Since we're happily short on trade routes until the population of Mintaka gets bigger I've shifted our trade route with the Bolians to their system.

Catullan's development has reached a minor milestone, I'm purchasing the remainder of their first factory since they'll be able to staff it next turn.

The Romulan colony ship in Balosnee seems to have been terraforming the second planet along with our own colony ships. As a result, the planet was successfully terraformed a little ahead of schedule. I've ordered the Smith to colonize the system while the Saskia terraforms the remaining planet.

Turn 71

Undoubtedly we'll get a protest from the Romulan government for this little acquisition.

The bribe to the Trill was a great success. I bet one more will coax them into joining us immediately.

Turn 72

Surprisingly the Romulans remained silent this turn. Otherwise nothing has happened. After we get some additional dilithium we should build another scout. It feels odd not exploring.

In worse news, we've gotten our reply from the Romulans. They terminated their non-aggression treaty with us. This can only mean one thing: war. We know their medium range ships can reach Balosnee, so it's likely they'll attack the system soon.

But things are looking up. Our bribes to the Trill seem to be just in time, they've offered to join our empire. See if you can guess where the Protector will be headed once we get control of their fleet.

Plus Sol finished a second destroyer to augment our defensive capabilities. The USS Lantree A will be joining the Stratford in combat.

Turn 74

The march of progress never ceases.

Our recent advances in weaponry have unlocked the Ambassador class light cruiser. It's a powerful warship, but doesn't fit in with our plans at present. Of greater interest are the Federation Council (+1 morale per turn across the empire) and our university and databank upgrades. Private farms cost a lot of energy (80) to provide a paltry 20 food per turn, plus 1 morale for the local system.

The people of the Federation welcome the Trill with open arms. Apparently the Trill built a second warship while we weren't looking. The Guardian and the Protector will be our primary means of defense until the remaining 7 destroyers are built. We're relocating their old trade route from Sol back to Bolarus.

That construction will probably be moved to the Trill system once the third destroyer is completed in Sol. Then we can dedicate Sol to building the Federation Council. Trill is exceedingly well developed, with type 4 buildings in all areas. We'll build a few important support structures and then move into full-time shipbuilding.

I actually seriously agree with this statement.  To ash!

...But I can understand how my...weaker...collegues in the Federation might want to pursue peaceful alternatives, and won't object in the name of harmony.  I'm busy digging for adamantium dilithium.
