Trolls shouldn't come with every siege.  If it is a problem, however, you can build drawbridges that raise up to block access to the bridge before they get to them, and you can just pull them if you see trolls incoming.

It warms my heart to know that simply blocking the waterfall hasn't even been considered. Afterall, a bit of mist is more important then several dozen lives.

Block the water fall?! What sort of Dwarf are you!

I think during winter build a dam up stream. Then build a pump-stake up from the magma sea and into the empty river bed.
Dwarfs will no longer route though the river as they don't walk though magma!

We just need to get Toady to embed a Lisp interpreter into DF.  Learning lambda calculus in order to play the game wouldn't make DF's learning curve much steeper.

The lemmings take offense to that!

I imagine lemmings being smarter. In fact, they really are.
In FACT, lemmings should be added to the game as a dominant culture. :P

Traffic designations are only suggestions - they don't block anything just make the pathfinder count any given tile as more expensive to path through (http://dwarffortresswiki.org/index.php/DF2012:Traffic)

Grates and such won't work due to the Flow Pushing Bug

Honestly your best bet is to dig a connecting tunnel from the top of the waterfall down to your fort (or at least to the right Z-Level) and set the traffic designation for the tunnel to high. I'm not 100% certain migrants respect designations, so there might be merit in constructing a meeting hall nearby and see if that encourages them to head to there instead of direct to the fort.

Migrants, merchants and other friendlies most probably don't follow traffic designations at all. afterall, which tourist ever follows the traffic rules of the host country?

Meh, but more experiments need to be done. Probably during winter, where building bridges over the river do not = dwarfbits down below.

I did try another method of stopping waterfall-assisted suicides, and that is by walling off the whole lip area of the waterfall. This will not block the river's flow in the slightest, yet shoud be able to sufficiently discourage any more dwarves from the water's edge.

where * is the lip of the waterfall, ~ is river, and | and _ are constructed walls.

Well, unless the dwarves decide to take a swim to the edge just to get to that wonderful shallow bit of water. I have no idea to combat that.
