It states that it requires Steam, so I would assume that it will give you a Steam key.

I just tried, it works for people outside of the US but I got a region locked message, game is still there though. I guess it will unlock on February.

You can preload the game though.

BuriBuri, that's because the game is out for Australia already, I guess Asia uses the European release date.
