Migrants arrive with no skills

As the title suggests I appear to have a problem where none of the migrants arriving at my fortress have any skill above novice. The range of skills is there, they occasionally have military skills (these can be anything up to competent) but no dwarf has anywhere near the skill I need for a functioning fortress.
Another issue is the abundance of rangers and fisher-dwarves and the absence of any dwarves with skill in metalworking or any crafting, although I guess there is a chance that most of the surrounding villages have these more of some professions (particularly ones relating to food production) and few of others.
Has anyone else experienced these issues and/or found the cause? I thought it might be civ proximity or world gen length as I only let mine gen for 110 years or so.

Still seems odd that after acquiring a fort of 67 dwarves they haven't gotten a single skilled dwarf, just to clarify does the world gen length affect the skill of the migrants?

how long was your world gen? that seems related with high/low skills

I'd agree it's luck.

I've had dwarfs show up with good skills before, but a lot of the time they are fodder.

My current fortress is over 200 and most of them started out novice but by now there are some with high skills and I'm getting a nice group of Legendaries going from lucky moods.

I wouldn't worry too much about it, they will level up.

Actually, I believe the skills of migrants depend on the amount of people in any given civ at worldgen - the less people the better. My fort in a 200 civs/2500 max people/90 years world had every single migrant arrive with a Great skill or several.
The phenomenon repeats in different worldgens regardless of whether I pass 60, 75, 90 or 150 years, so I guess it isn't connected with time.

It was around 110 years

Thanks for the advice everyone, hopefully the dwarves will just level up then.
Other that that is there any reason for the huge number of fisher-dwarves compared to basically no metalsmiths?

most migrants come from small villages where you'll find a lot of fishers, planters, stuff like that, but few armorsmiths and such.
