embark neighbors.. town?

i'm looking at embark sites now, and i found an area, with neighbors listed:
dwarves
goblins   -------
elves
town
humans
tower

aside from this being unusually large, i have never seen "town" in this list
what does that mean?

It probably means that a Necromancer lives in that town but doesn't have enough minions to make a tower.
