Theres no siege or ambush tag, cant attack at all.

If you use DFHack run the 'fixdiplomats' command. This will make elven and human civilizations send diplomats to your fortress.

Kill their diplomats, or in the case of the elves break their tree-cutting quota, and they'll go to war with you.

How come this command has to be used at all? Is it due to a bug or a disabled feature?

elf diplomats are disabled and not all modded races will send diplomats.
