What's the Mountain Halls? Another dwarven civ? or necro took over a hall?

Necro took over the hall but didn't have enough zombies to make a tower. When you see towns or mountain halls or other places (rather than whole civs) listed in the embark screen, it means a lesser necromancer lives there.
