SILAS: based on Hychis. Like STELLAR a partial copy of RAPTOR, similiar as STELLAR desires power but uses other means to the same end. His goal is to achieve the same position as RAPTOR by the integration of  Xenos into the Dominion with the end goal of transforming it into a Confederacy of several AI controlled  Dominions each with its own organic species to care for.

@adwarf, your character has some points that are kinda... off. With his past (father killed by synths) and young age, there's no way the Dominion would've let him in command of a human-only portion of the fleet. No matter how diligent and good at his job he is. There are no human Vanguard forces anyhow, by the way. Commander of a small fleet is still possible, but you should really change some things on your bio.

Year I - Turn 1/4

Primus Station bustles uncharacterically with life and animated conversation as politicians and movers and shakers of all stripes come aboard to dicuss matters of state. They've heard RAPTOR will consider each and every voice in turn, though the truth of that remains to be seen. Synths and humans both tour the few places of rest and relaxation on the Station. The air is heavy with tension, here in the heart of the Tellian Dominion. So many representatives and heads of different groups and political movements in the same place, many of them fundamentally contrary, are bound to cause conflict. Others bring news of going-ons in the Dominion, bearing reports and plans on events of concern.

Current Events and Points of Concern in the Tellian Dominion

- Starting shortly after establishment of proper diplomatic ties with the Sorax Hives, several ramshackle fleets of the insectoid species have been sighted in our territory. Two days ago, our patrols intercepted one of these fleets on intercept course with Hychis. After a few translations, their communications were deciphered; they claim to be peaceful immigrants who wish to settle in the rural regions of the planet, and very short on fuel. While they allegedly intend to follow our laws and practices, Enforcer-General Found is convinced they are either an invasion force or spies, and wants them turned away or straightup destroyed. Others have suggested the sorax are turned away and given fuel worth of 500* so they can get back home. Myriad other, more unorthodox courses of action, have been suggested.
-On a more positive note, the sorax are offering to sell us star maps of space to our 'west' and 'east'. They speak of other species the have been in contact of before. They are asking 3000* for the maps and accompanying navigational data.
- With obvious proof of intelligent life, many in the navy and civilian shipping are advocating for the creation of formal first contact protocols. The Dominion should have a fixed policy to new species to guarantee rapid action.
- A virulent, apparently natural disease has been afflicting the human population of Anteus for almost a month now. While not fatal on its own, it causes the breakdown of some genetic upgrades humanity has received in exchange for sterilization. This lowers human resistance to ordinary disease and tumors, which has begun to gradually show. A group of researchers on Anteus are asking for 1000* extra funding to help formulate and spread a vaccine, as well as perform corrective surgery on the victims.
- A plan on further diplomatic relations with the Sorax Hives has been brought up. Different people and groups have different opinions on how to deal with the aliens, from trade routes and embassies to a declaration of war.
- Other concerns and points are being brought to discussion as we speak.

Ongoing Subplots

James Greyson, leader of the Expansion Movement

Behind Primus Station's smooth, dark exterior, the Sun rises. In the face of the ancient heart of mankind's home system, the heart of the Tellian Dominion seems miniscule. Tellus itself is a tiny glitter in the blackness of space, barely visible out of your ship's observation deck. You feel an odd sort of longing - Tellus is still the most populous world in the Dominion, and still nearly a paradise despite the scars of the Great Wars.

Unfortunately, you're interrupted by the gravelly voice of Zulen, your head of security. A synth, like the majority of your staff, but still a pleasant enough fellow, as long as you can overlook his traditionalist leanings. Which, for a man in your position, is a necessity.

'I've been monitoring Station comms, Mr. Greyson, and I may have some bad news. I intercepted an Enforcer dispatch about the murder of a human in the lower docking bays,' he says. 'The body has been identified as that of Ms. Emma Chabon. She was the only human here of that name.'

Damn. Chabon is - was - one of your main Expansionist operatives on the station. More than that, she was a friend.

'Do you wish me to divert the ship closer to there? I would be able to investigate while you are working in the upper levels?'

Yes, you're here to discuss matters of state and attempt to convince others, and, of course, RAPTOR, of the Movement's goals. But then, there's really no rush, and, if need be, you could send someone else in your place to speak according to your instructions. Zulen is more than capable of speaking with a few Enforcers himself, of course.

Commander Kara Seikan of Second Detachment, Shield Fleet

The Dragoon goes up in flames right underneath you, close enough to be visible by the naked eye. Caught in the dead planet's gravity well, the ship begins its gradual descent towards its surface. Wreckage blown off by the explosion is flown into several directions - you're sure you can see little bodies thrashing in the vacuum. Maybe if you waited long enough, some of them could drift up, and you'd feel a shiver as they collided with your shields.

The sleek destroyer's killers begin approaching from beyond the planet's moon, four slow-movers bristling with high energy signatures - packed to the brink with weapons, no doubt. The Dragoon went down in minutes. You have no chance. You feel your nails digging into your palms, your heartbeat going wild, sounds becoming more distant...

Then a polite cough and low voice brings you back to reality.

'Ma'am, according to the sim timetable, we're supposed to have engaged the hostile fleet by now. What's our plan?'

You glance back at the navigation officer and can't help blushing. You've always had a problem with the overwhelming realism of Navy full-body sims, but usually you don't let it get this bad. You go over the displays again and the positioning of your ships - good, most of the captains seem to be sticking to formation. Far to the left of your fleet, First Detachment pounds into the secondary enemy group, finally reminding you of your professional pride - like hell you're going to let a synth give a better performance record than you!

The hostile ships are approaching at full speed, the first impacts of their long-range guns slamming into your armor. You give permission to return fire and consider several plans of approach.

Navy doctrine calls for co-ordination between different fleet sections, and advocates first strikes whenever possible. You've already blown your chance there, but with a rapid assault - you're confident your ships could handle it - you could 'ball in' the enemy and blast them with concentrated fire. That risks casualties, however, and it might be safer to lure them in, presenting an unified, shifting line to share their fire, and wear them down gradually. And there's the possibility of joining First Detachment and working together to destroy both groups, but you don't doubt for a minute the synth Daur would hog all the glory.

James hesitated. Few people could have wanted a member of his staff dead - after all, the Expansion Movement had no enemies to speak of, although some disagreed with their ideas. That made a political murder unlikely, but not absolutely impossible. Perhaps someone had learned about the meetings to come and had attempted to kill his representative here to prevent the EM to have a say in the deliberations - but again, that was unlikely, since he had never missed an important meeting at the station during the last six years. That left him with another option - maybe she had died because of her rank and her race. While there were as many humans as there were synths in the Movement, most of the high ranked positions were taken by synths who had been working there before James had joined. During his time as leader of the EM, he had worked hard to allow talented humans to get to the higher ranks of the organization.

Of course, most synths - and even a few very traditionalist humans - did not like the idea of organics taking more importance in the Movement. It was already a miracle that James was the head of the EM despite his race. Someone might have killed Chabon because she was simply higher than a human was meant to be in politics. James Greyson, one of the most important politicians of his time and always surrounded by his loyal security, was nearly impossible to kill without being caught - Emma Chabon, representative of the EM at Primus Station, was easier to get rid of. He had made his decision.

"We're going to the lower docking bays, Zulen. I want to know what happened over there."

Political meetings could wait for a while.

Head to the lower docking bays, find out what happened to Chabon

Suggestions:
-Give fuel to the sorax and turn them away. While we don't want any vermin on our planets, shooting them down could turn nasty.
-Buy their galactic maps too: it will lead to easier exploration
-Fund the scientists to create the vaccine
-Open embassies in the sorax hives, and study them. Learn as much as possible about them: their level of technology, their military strength, wheter or not their worlds could support a human population
-First contact protocol should be "Attempt peaceful communications, but assume hostility and be ready to fire if needed"

Actions:

- Fund the vaccine research: Keeping the populace safe and healthy is a primary function, and we need to fufill it quickly.
- Purchase the navigational data and maps from the Sorax, Give them the fuel to head back to their worlds: Right now, we don't know anything about the Sorax, letting them onto one of our worlds could end up disasterous in effect. We need more time to study and adapt diplomatic processes for the Sorax.

Nathan hastily fixed his uniform as he began the trek to the bridge, today was a very important day for his fleet division, and he had to get it just right, or he could lose the chance to expand his fleet. As he walked through the corridors the few crew members he passed stopped to salute him as he passed by, he gave each of them a quick smile as he passed. These are the people he was tasked with commanding, and he wasn't going to let them die if he could help it. Shacking that thought aside he stepped into the elevator, and waited as it whisked him away to the bridge. As the door opened he saw several people rushing about checking the various terminals, and data read-outs that filled the area around the Captain's chair and its small platform. Walking forward he hastily hurried through the usual bits of tradition, with that done he took his seat, and turned to the Comms Officer, a beautiful blonde named Lisa who has turned him down around thirty times so far. Giving a slight smile he said, "Give me a line to Commander Telal."
