I have several archery ranges set up (and designated as archery ranges), but even when my recruits are standing down I never see them practicing. Does it having anything to do with the squads they're formed up into?

I dunno about "never", but ordinary sword recruits spar very briefly and with quite long breaks.

For the archers, do you have extra bolt piles lying around? I don't think they'll use the ones in their possession, but rather a fresh hauled stack.

That could be it. Bolt hauling seems to be a low priority for my dwarves.

Or rather, hauling stacks of bolts is a low priority. Going across the map to pick up individual bolts that my hunters fire is an URGENT IMMEDIATE #1 PRIORITY.
