I'm pretty sure this question has been asked before, but I could not find it with the search option:

My monarch is a Queen Vampire, it is even listed as so in the units screen. And indeed, my first blood-drained victim was found and the queen buried the body herself. Sadly, monarchs have diplomatic immunity, so I cannot put her in jail. This time I was lucky and a regular carrier was killed, but what if next time it's a legendary Xsmith?
I would like to chain her, or somehow lock her up that human diplomats can still talk to her, but also so that my own dwarves are save. Is this possible, or is it time for an unfortunate accident?

should be possible. When the queen is in a series of rooms you can creatively lock/unlock doors so the meeting can take place but she can't escape.

Make a room, 1 tile wide and however many long and have one wall be fortifications.
Then the diplomats could talk through the wall.

They can? Now that's cool. Then I simply carve fortifications in the walls and assign the vampire to a 1-tile-burrow that touches the fortifications.

You don't even need the fortifications.  Meetings can take place through solid walls.
