Or you could be really passive-aggressive and just run a fort for a few decades and wait for him to die of old age.

5 days and I installed DFhack to use reveal... Turns out my target was in a completely sealed off area of the dungeon. With no way inside. That's it, I'm going to kill the lord.

That deserves a bug report.  I have basically just given up when I couldn't find someone.  If you can use reveal to show that Toady's procedurally-built sewers are not connected and placing quest targets in impossible-to-reach rooms, then it's an obvious bug, and Toady needs to know about it (with an uploaded save, if at all possible.)

I've tried that now, and I found one goblin vampire stuck behind a wall (in the rock, as far as I could tell). DFhack's liquids command took care of him, sorry I didn't save it for a bug report.
