Military wont wear clothes

I have them on partial match + wear armor over clothes I even tried assigning them clothes but they just wont wear clothes and slowly I am moving into a tantrum spiral because they wont wear clothes! Funny but annoying

Have you tried having them take the armour off, get reclothed, and then put the armour back on again?

Set the uniform to (REPLACE CLOTHING), then strip and retry

Your first military should wear armor over clothing until you have complete sets, then you can change the uniform to replace clothing.

I just made a bunch of leggings, seems to have solved the problem
