With a sample size of, what, two each? I'm pretty sure doomsday cult was the scumteam one time, so you're probably talking about a lone instance in at least one case and twice for the other. That's hardly conclusive enough to say that vampires are and always will be a cult.
They formed a picture of two guys fighting, which meant you were a killer. Why are you so concerned over flavor?

Because if IO is a killer (or rather since, since I see no way for him not to be one), he hadn't killed anyone for two nights straight.

I think vampires are hostile because traditionally they are and I can't think of a reason why a medievally flavored mafia like this would have pretty boy vampires that just want to get along.
"Hostile" and "pretty boy" are not the only options. Many, many vampires in innumerable sources are neither especially friendly towards humans nor bloodthirsty murdering lunatics. The notion that he's a vampire who just wants to feed on the living, without needing to kill them assuming there's enough to go around, does not seem strange in the slightest to me.
Also, yeah, I said vampire buddies. I said the word buddies. Doesn't mean I said he's mafia, cause I didn't. I said that hs teammates brought him back from the dead? Guess what? There could be a cult leader who could bring someone back from the dead.

You still haven't explained your massive jump from traditionalist ("Vampires are bad") to speculative ("Necrocult did it") viewpoints. I'd very much like an explanation of that.
