You could try my Daleks, all it does is add them to game as a civ, but it takes adamantine weapons to breach their casing. Also, very risky, but you could overwrite an existing civ with a modded one to put it in an already genned world.

Not risky if you copy the whole save folder somewhere as a backup first.
