And looking it up on wikipedia, low iodine can indeed lead to cretinism, which is congenital. So from what I can understand, it would be your kids having the retardation if their mother has low iodine.

Not strictly true. It accumulates elsewhere as well, most notably in the salivary glands. Post-RT atrophy of them is a relatively common side-effect.
