Can't believe anyone has suggested this, but have you tried turning the number of secrets up REALLY high? I think that should do it...

The world needs to be old too. Towers are going to be rare if you only generate up to year 150.

I know 40.01 did it. You'd have 50+ towers in the span of like 100 years.

What kind of world params encourage necros? I've got a max size region w/1050 years of history with only 6 towers. Half of those were established in the first 50 years, and all except 1 are concentrated in a small area.

High secrets, I think. Like stupid high. Or possibly vampire curse types - are those a thing?
Loads of Dwarf-friendly, human-friendly, mabe goblin and elf stuff too: high populations = more necros.

Hm, maybe because vampires overrunning this world there are fewer necros and vaults. I don't think elvish populations support necros, and in this world they have conquered a lot of territory, and there are a whole lot of elvish vampires.
