Its a particularly well armed Scout, freeform. The owning civ don't believe in halfassing protection, even for scouts. Thats why the generator froze by the time it got here instead of being just mostly cold and almost usuable more quickly.

Why no optics? We need a general image of what's outside. Who knows what's happening right now. Besides, optics are passive compared to radar and stuff.
